Why Are VS 2008 General Settings So Hard?

Using the "General Development Settings" for Visual Studio 2008, building is [CTRL + SHIFT + B] and renaming is [CTRL + R, CTRL + R].  For C#, these two are simply [F6] and [F2].

Either folks using General settings are not using keyboard shortcuts, or they are replacing their CTRL keys more frequently.
